The Delhi Services Bill, formally known as Government of National Capital Territory of Delhi (Amendment) Bill 2023, has passed Rajya Sabha and is set to replace the current ordinance which overrides a directive of the Supreme Court that had given command to the government of Delhi over most services.
By the tabling of this bill, contention between Delhi Chief Minister Arvind Kejriwal's Aam Aadmi Party and the central government has became serious.
On 7th August, the bill has placed by Central Government in Rajya Sabha where It got 131 votes in Favour and 101 Against the bill.
Previously,the bill has passed in Lower House, i.e Lok Sabha on 3rd of August.
Just after 4 days Amit Shah tabled this Delhi Service Bill in Parliament. Where after 8 hours of heated session it got passed by 131 votes.
Currently in Rajya Sabha, there are 245 members, of which 8 seats are vaccant, That makes total 237 members.
What this bill is.?
The Delhi Services Bill states that the inquiries and suspensions of the officials of the national capital will be under the control of central government.
The Lieutenant Governor(LG)
will be empowered to exercise this responsibility,which will include the National Capital Civil Services Authority's recommendations and the prorogation, summoning, and dissolution of the Delhi Legislative Assembly also.
The National Capital Civil Services Authority will include the Chief Secretary of Delhi,
The Principal Home Secretary of Delhi and the Delhi Chief Minister.
The bill has passed in both the upper and lower houses of Indian parliament on August 7th. It will promulgate into law once signed by India's President Draupadi Murmu.
After that it will be able to replace the existing ordinance which overrides an order of the Supreme Court and gives the most control over most services to the Government of Delhi.
Opposition leaders were strongly opposing this bill, especially the Chief Minister of Delhi Arvind Kejriwal.
But at the end,it is matter of majority.
